A Background Note on the United Nations Development Assistance Framework for Egypt (2013-2017)
First: Background
The United Nations Development Assistance Framework (UNDAF) is a significant strategic framework for coordinating UN efforts and identifying development outcomes that should be supported by the various UN agencies working in Egypt. It further facilitates coordination between the goals of UN programs on the one hand and Egypt’s development priorities on the other hand, thereby lead to more effective development cooperation. The current UNDAF, signed by the Egyptian government in January 2013, gives an overview of the UN agencies’ various projects and activities to be implemented in collaboration with the Egyptian government during the period from July 2013 to December 2017.
The current UNDAF is structured around five main pillars:
· Poverty Alleviation through Pro-Poor Growth and Equity;
· Quality Basic Services;
· Democratic Governance
· Food Security and Nutrition;
· Environmental Sustainability and Natural Resource Management
Such pillars, which represent Egypt’s national development priorities, have been agreed upon in consultation with the Egyptian government. The overall estimated budget required for implementing the current UNDAF’s activities is worth USD 736 million, provided by UN agencies and local resources (the Egyptian government and the private sector).  Moreover, this UNDAF, targeting the achievement of the Millennium Development Goals (MDGs), is considered the third UN framework for Egypt. The first framework was implemented during 2002-2006, while the second was implemented during 2007-2011 and was extended to July 2013 due to the events of the 25th of January Revolution.
Second: Launching the UNDAF for Egypt
On 6 May 2014, the Former Minister of Planning and International Cooperation Dr. Ashraf El-Arabi launched the UNDAF 2013-2017 for Egypt at the Ministry premises, in presence of UN Resident Coordinator in Egypt Ms. Anita Nirody, representatives of the UN agencies working in Egypt and members of UNDAF’s Steering Committee (SC) comprising various Egyptian ministries. The first meeting of UNDAF’s SC was chaired by Dr. El-Arabi who was briefed by the UN work group on the achievements made so far with regard to the programs’ plan previously achieved in coordination with the Egyptian government according to its priorities.
A UNDAF Steering Committee comprising representatives from all ministries and Egyptian stakeholders was established and scheduled to meet annually.  Priority Working Groups were also formed according to the identified 5 pillars, where each group determined its annual work plan and developed an annual report on the outcomes of its development activities.
A mid-term evaluation of UNDAF’s activities and programs was scheduled to be conducted during the first quarter of 2015 and the final evaluation during the same period of 2017. The evaluation shall convey the adequacy, efficiency, effectiveness and sustainability of UN technical assistance for Egypt and the extent to which it contributes to implementing development priorities on national level.
